The best teams that do not make it to the final stage of the qualifying process are moved up to the third division of the USL, the second division of the NPSL, or the U.S. Premier Soccer League. When the best team from the second division goes up to the third division, they continue to be known as a third division team. There are a number of clubs that play in all three divisions, but the best ones are usually not in the first division.
